ISLAMABAD — The Capital Development Authority (CDA) has withdrawn the approved layout plan for Bahria Town’s Phases III-E and IV, covering about 2,999 kanals.
The CDA cited violations of the conditions attached to the scheme’s approval.
Why did the CDA cancel the layout plan?
The plan was approved in December 2010. The developer had to meet specific requirements and obtain the necessary no-objection certificate. According to the CDA, those requirements remained unresolved for about 15 years.
The authority also said the developer was instructed in 2025 to vacate land reserved for parks, playgrounds, open spaces and public buildings. The developer was told to restore those areas under the approved plan.
Construction and regulatory concerns
A federal audit observation for 2023–24 flagged a commercial building along Corniche Road in the two phases. The construction reportedly lacked CDA approval.
The Departmental Accounts Committee later ordered action concerning structures identified as being on a riverbed, graveyard, park or open space.
Bahria Town disputes the decision
After rejecting Bahria Town’s response to an earlier notice, the CDA issued a final show-cause notice. It then cancelled the layout plan with immediate effect.
The authority also suspended the processing and approval of other Bahria Town cases, describing the company as a CDA defaulter. The CDA’s enforcement wing has been directed to act against works and structures in the affected scheme.
Bahria Town has called the decision illegal. A company representative said a revised layout plan had been submitted and that the developer intended to challenge the CDA’s action before the relevant forums, including the courts.

The dispute now centres on the validity of the CDA’s regulatory action and the status of development under the previously approved layout.
