Government subsidies and relief programs can help families manage the cost of electricity, gas, food and other essential expenses. Some benefits are applied directly to utility bills, while other programs provide cash assistance or subsidized essential items.

The eligibility and registration process is different for each program, so it is important to check the current rules before applying.

Electricity Subsidy for Low-Consumption Consumers

Electricity subsidies are an important form of relief for households with lower consumption. Under the government’s current protected-consumer system, households using less than 200 units per month continue to receive targeted electricity subsidy support. The government has also been working on linking electricity consumer records with CNIC information to improve targeting.

For consumers, this generally means the first step is to make sure their electricity connection and consumer information are correctly recorded. In 2026, the Power Division said millions of consumers had started linking their electricity meters with their CNICs through QR codes provided on bills.

Consumers should check their electricity bill and the instructions printed on it to see whether CNIC or meter verification is required.

Gas Relief and Protected Tariffs

Gas relief works differently from a direct cash subsidy. Domestic consumers are placed into tariff categories based on their consumption, with protected consumers receiving different tariff treatment from non-protected consumers.

OGRA’s published tariff framework defines protected domestic consumers partly according to their average winter consumption.

There is normally no separate general application form for a household to receive the protected gas tariff. Your gas bill is calculated according to the applicable tariff category and your consumption. Consumers should therefore monitor their usage and check their bills carefully.

For current gas prices and tariff notifications, OGRA publishes the latest consumer gas information on its website.

Ration and Food Relief

Food assistance can be provided through different government relief packages rather than one permanent nationwide ration card.

For example, the federal government arranged a Prime Minister’s Ramzan Package 2026 for deserving households, with BISP involved in the implementation of the relief arrangements.

Other food-support initiatives may be announced by federal or provincial governments during periods of inflation or other economic pressure. Because these programs can have specific registration periods, applicants should check the latest announcement instead of assuming that an old registration form is still active.

BISP Financial Assistance

For many low-income households, the Benazir Income Support Programme (BISP) is another important source of government assistance. Eligible families can receive regular financial support through programs such as Benazir Kafaalat.

BISP uses the National Socio-Economic Registry (NSER) and household information to determine eligibility. People can check their status through the official 8171 web portal or visit a BISP Tehsil Office when registration or a survey is required.

There is no fee for the BISP survey or registration. BISP also states that 8171 is its official number, so applicants should be careful with messages from other numbers claiming to represent the program.

How to Check Eligibility and Register

Before applying for any government relief program, keep your CNIC, registered mobile number, electricity or gas bill and household information available where required.

Check:

Some subsidies are automatically reflected in bills, while others require registration, surveys or selection.

Always use official government websites, portals and helplines. Do not pay an agent to guarantee approval, and never share your CNIC, OTP or banking details with an unverified person.

Government relief programs can change as new budgets and packages are announced, so verify the latest eligibility and registration information before applying.
